石化行业挥发性有机物污染治理技术探讨

Study on technology for treatment of volatile organic compounds in petrochemical industry

介绍了VOCs(挥发性有机物)污染治理相关法律法规及政策、石化行业VOCs处理技术的研究现状及发展趋势。以某企业2016年投用的储罐及污水池无组织排放VOCs治理项目效果为例,对不同组合工艺方法的应用效果进行了分析,建议:(1)石化行业VOCs污染治理应立足于清洁生产和资源综合利用,采用合理的工艺技术和操作条件,减少VOCs排放,如增加各生产单元之间联合、降低中间储罐的周转量,降低终端产品出装置的温度,最大限度地采用双密封内浮顶罐等方式降低油气损失;(2)回收有机固体物料干燥等过程的有机溶剂,做到源头控制含VOCs气体的排放;(3)加强多种技术联合应用的研究,形成石化行业VOCs处理技术体系。

Here introduced are the applicable laws,regulations and policies for the treatment of volatile organic compounds（ VOCs） as well as research and development of VOCs treatment technologies in petrochemical industry. In a case study of the treatment of VOCs emitted from the storage tank and waste water pit which were put into operation by a company in 2016,the effects of application of different integrated processes are analyzed. It is recommended that：（ 1） The treatment of VOCs pollution from petrochemical industry should be based upon the clean production and optimized utilization of different resources. The appropriated process technologies and optimized operating conditions should be adopted to reduce VOCs emission,such as integration of process units,reduction of the transfer between the intermediate tanks and reduction of outlet temperature of products going out of the unit,and maximum installation of double-seal internal floating-roof tanks to minimize the loss of oil vapor;（ 2） The organic solvent from the solid material drying process,etc is recovered to control the VOCs emission at its sources;（ 3） The study on the integration of different technologies should be strengthened to form an effective technology system for VOCs treatment in petrochemical industry.
