Exploration and Practice on Unified Verification and Registration of Natural Resources Rights

自然资源统一确权登记是深化生态文明制度改革、建设美丽中国、落实新发展理念的一项重要举措,目前关于自然资源统一确权登记的系统性研究成果较少,多停留于宏观层面的解读,本文基于湖南省澧县自然资源统一确权登记试点工作实际,探索提出了自然资源统一确权登记的具体方法,旨在为自然资源统一确权登记提供参考。

Unified verification and registration of natural resources rights is a significant institutional innovation to enhance ecological civilization system-reform, to build beautiful China and to implement new development concepts. Thus far, there are few systematic research achievements on this subject, which mostly remains at macro level. Based on the practical experiences of pilot program about rights verification and registration in Lixian,Hunan province, we proposed a set of specific methods in verifying and registering natural resources rights for the reference of natural resources governance and institutional reform.
