海绵城市视角下城市水系规划编制方法的探索 被引量:16

摘要 健康的水系是承载水系统多重功能的重要载体,是城市中重要的绿色基础设施。由于城市水系承担着生物栖息地、饮用水供给、行洪蓄洪、排水防涝、水质净化、景观游憩、航运等多重功能,如何落实生态文明建设理念,在水系及滨水空间规划中统筹协调多功能,实现水系可持续保护与利用是当前水系规划面临的重要课题。本文以《城市水系规划规范》GB50513-2009(2016年版)的修订为契机,结合规划编制案例,从生态优先、多功能统筹、空间协调等方面,探索将海绵城市理念落实到水系规划编制中的方法。 Healthy water system is an important carrier of multiple functions of water system and an important green infrastructure in city. As the urban water system bears the multiple functions such as natural habitats, drinking water supply, flood drainage and detention, water quality purification, landscape recreation, shipping, etc., it is important for the water system planning nowadays to carry out the ecological civilization construction ideology, coordinate multifunctional waterfront space planning and realize the sustainable protection and utilization of water system. Taking the revision of urban waterway planning standard GB 50513-2009 (2016) as an opportunity, and actual planning projects as examples, this paper explores the methodology applied on implementing sponge city concept into waterway planning projects from perspectives of prioritizing ecology, coordinating various functions, and spatial planning.
