On the Political Interaction in the Process of Policy

政治互动是指代表不同利益、不同价值观念的各阶层群体,在参与政治活动过程中为实现自身利益而进行的博弈、协商,进而对政府行为产生影响的过程。而当今社会中,公民社会的发展与价值偏好的多元化,致使政策制定过程中的政治互动呈现主体多元性、维度多向性、渠道多样性等特点。以主体利益是否冲突为依据,将政治互动类型分为民主协商与政治博弈两种类型,而这两种类型是"求同"与"和而不同"观念的体现。

Political interaction refers to the process of representing the different interests and different values of the various groups,in the course of participating in political activities to realize their own interests,and then to influence the government behavior. In today＇s society,the development of civil society and the diversification of value preferences,resulting in the process of policy formulation of the political interaction of the main diversity,dimensionality,channel diversity and other characteristics. Based on whether the main interests are conflicting,the political interaction type is divided into two types： democratic negotiation and political game,and these two types are the embodiment of ＂seeking the same＂and ＂harmony and different＂.
