摘要
人才队伍是战略性新兴产业发展的关键要素。当下,江苏战略性新兴产业人才队伍整体供需矛盾分化明显且人才的产业供需矛盾分化突出,高层次人才、高技能人才的匮乏已经在一定程度上影响到战略性新兴产业的发展;同时,产业人才队伍、人才载体呈现"南多北少"区域分布,苏南地区存在一般人才过剩、新型高端人才稀缺问题,而苏中、苏北地区技能人才、管理人才、科技型人才供不应求。在新时代背景下,需要发挥市场与政府作用,建立全省产业错位发展机制,形成跨行业、跨区域的产学研协同体,坚持与产业需求接轨,建立战略性新兴产业人才培养协同网络,以优化战略性新兴产业人才队伍结构,促进其在产业和地区两个维度上均衡发展。
The teams of professional talents constitute a key element for the development of strategic emerging indus- tries. Taking 300 strategic emerging industrial enterprises in Jiangsu as examples, this paper uses " Chenery-Syrquin" structural change model and LMDI to analyze the unbalanced relationship between talent team and industrial development of Jiangsu's strategic emerging industries. The results show that the overall contradiction between supply and demand of talents in Jiangsu's strategic emerging industries is distinct, and the contradiction between supply and demand of talents in indus- tries is prominent. The lack of high-level talents and high-skilled personnel has already affected the development of strategic emerging industries to a certain extent. The regional non-equilibrium analysis shows that industrial talent team and talent carriers present a regional distribution, more in south and less in north, and southern Jiangsu has surplus of general talents and scarcity of new high-end talents, while the demand for skilled talents, managerial talents and technological talents is in short supply in the central and Northern Jiangsu. Against the background of the New Era, it is necessary to exercise the roles of market and government, established the supplementary development mechanism in the province, and form the col- laboration system between industries, universities, and research institutes. It is also important to adhere to the connection with industrial demand, establish the network of talent education and training for strategic emerging industries, so as to optimize the structure of the talent teams and promote their balanced development in the two dimensions of industrial and regional growth.
