农业转移人口市民化的维度建构与模式探讨

Dimensional Construction and Conceptual Analysis of Citizenization of Rural-Transfer-Population

农业转移人口市民化是近年来政府和学界普遍关心的议题。以其基本内涵、演进过程和主要模式等本源性和学理性问题为出发点,对"农业转移人口市民化"与"农民工市民化"的差别加以厘定,指出前者覆盖的人群具有多样性,而后者所指单一;提出市民化是客观与主观、个体与群体多面向的合体,具有公民资格、市民权利、行为模式和价值取向四个维度;市民化需经历脱域、并入和嵌入三个发展历程和伪市民化、半市民化和市民化三种主要模式;因"农村转移人口"表达的意涵更为自洽,建议将"农业转移人口"替换为"农村转移人口"。

The citizenization of rural-transfer-population has become a general concern for both the government and the academic community in recent years. This paper attempts to examine the basic contents, the trajectory and major patterns as fundamental and theoretical issues. It proposes that the concept of the citizenization of rural-transfer-population differs from that of rural-urban-migrant workers, with the former connoting broader meanings than the latter. Citizenization, as the integration of the subject and object, the individual and the collectivity, has four dimensions （citizenship, civil rights, be- havior models, and values）, and develops in three stages （dislocation, integration, and embedding） with three basic pat- terns （pseudo-citizen, quasi-citizen, and citizen）. Finally, the terms widely used ＂agricultural-transfer-population＂ is not suitable for its connotation since many people have never participated in agricultural activities, but the phrase ＂rural-trans- fer-population＂ is a better expression, and thus should used and replace the first term.
