摘要
在中国城市发展从重建设向重管理转型的背景下,老旧小区问题作为人民对美好生活的需要和不平衡不充分的发展之间的矛盾的具体表现,有必要对其进行理论层面的讨论。以陕西省省域内十市一区49个老旧小区为样本,对政府管理部门、物业管理方、小区居民展开了调查研究。基于主体—客体理论,从居民特征、小区自身资源禀赋以及管理状态三方面讨论了老旧小区的现状、特征,从老旧小区内部主客体间及小区与社会之间两个尺度,归纳总结了四种管理困境:"业主—物业管理方"管理困境、客体致因型管理困境、"内部制约"管理困境、"外部阻碍"管理困境。对四种困境的成因进行了解释分析,并提出了相应的对策建议。
In the context of China' s urban development transformation from focusing on construction to management, a large number of emerging problems of old residential communities reflect whose people have a contradiction between the need for a better life and the inadequately balanced development. Selecting the sample of 49 old residential communities in all cities of Shanxi Province, we interviewed staffs of relevant government institutions, property management department and residents. Based on the Subject - Object Theory, this essay discusses the characteristics of old residential communities from three aspects: residents' characteristics, communities' own resource endowments and management status. As a result, we express four pre-dicaments including dynamic roles between subjects, causes of object, external obstacles and internal constraints types, and explain the causes. Finally, this essay proposes appropriate countermeasures and suggestions to improve people' s livelihood more effectively.
