党的十九大报告要求,全面推进党的政治建设、思想建设、组织建设、作风建设、纪律建设,要把制度建设贯穿其中。制度建设是全面从严治党的重要抓手。《中国共产党问责条例》的出台,突出了管党治党的政治责任,是全面从严治党的又一利器,使党的制度建设迈出了新的步伐。广东深入贯彻执行党的问责工作,结合实际制定了《广东省党的问责工作实施办法》,提出了一系列有广东特色的创设性规定,如问责情形的细化、问责程序、免责条款等,既是规范和强化问责工作的新尝试,又是全面从严治党制度创新的新成果。
