摘要
文章分析并界定了农村生态扶贫的概念,提出云南省实施精准扶贫的关键在于生态扶贫效率低下,因而有必要对影响农村生态扶贫项目效率的投入和产出进行分析,以便提出改进云南省农村生态扶贫效率的对策建议。基于此,考虑到非期望产出,文章构建了农村生态扶贫项目效率评价指标体系,采用非径向、非角度的SBM-DEA模型,利用云南省4个州市共27个县进行实地调查所搜集的数据,对这27个县的生态扶贫项目绩效进行实证分析,最后给出政策建议。
The paper analyzes and defines the concept of rural ecological poverty alleviation, The key to accurate poverty alleviation in Yunnan is the low efficiency of ecological poverty alleviation. Therefore, it is necessary to analyze the input and output of the efficiency of rural ecological poverty alleviation projects so as to put forward some suggestions to improve the efficiency of rural ecological poverty alleviation in Yunnan province. Based on this, considering the undesired output, the paper constructs the efficiency evaluation index system of the rural ecological poverty alleviation project, using the non-radial and non-oriented SBM-DEA model, using the data collected from 27 county towns in 4 cities of Yunnan Province, and carries out an empirical analysis on the performance of the ecological poverty alleviation projects in the 27 counties, and finally gives the policy recommendations.
