温州等地兴起的企业抱团治污模式,提高了治污实效,优势明显。这一治污模式的本质是以企业为主导,在基层建立民主商谈机制。从哈贝马斯民主商谈的主体、客体、主观、客观条件考察基层治污的实现机制意义重大。在基层培育民主商谈机制,需要在更新理念、保障民主商谈的组织化、构建合理的民主商谈程序、完备信任信用考核配套机制上下功夫。
