习近平总书记在党的十九大报告中提出"中国特色社会主义进入新时代"的科学论断。深化中国国有经济改革需要以"新时代中国特色社会主义"为基础、结合市场经济条件下国有经济存在的一般规律进行科学定位:既要定位于解决市场失灵、增加政府收入、关系国民经济命脉和国家安全以及提高本国企业的国际竞争力等,也要定位于提高公有制经济的主导性、控制力和影响力,提高国家的综合经济实力,全面建成小康社会,实现中华民族的伟大复兴以及应对国际环境跨越"大国赶超陷阱"。

General Secretary Xi Jinping proposed in the reports of the 19th National Congress of the Communist Party of China that ＂the socialism with Chinese characteristics has entered a new era＂. Deepening reform and classification reform of China＇s state-owned economy need to be based on the ＂socialism with Chinese characteristics in a new era＂ and in combination with the general laws of the state-owned economy under market economy conditions to scientifically position itself： it not only must be aimed at solving market failures, increasing government revenues, linking the lifeline of the national economy with national security, and improving the international competitiveness of domestic companies, but also positions itself in improving the dominance, control, and influence of the publicly-owned economy, improving the country＇s comprehensiveness, building a well-to-do society in an all-round way, realizing the great rejuvenation of the Chinese nation and responding to the international environment across ＂great powers surpass traps＂.
