摘要
"放管服"改革将不断推动高校行政色彩的淡化,推动高校教职工主体地位的提升,工会的建设职能、维护职能、参与职能将得到更好发挥。"放管服"改革将促使高校形成一系列新制度和新的工作模式。因此,高校工会要学会在新的制度下,运用新的理念来开展工作,要实现从被动型向主动型工作理念的转换。高校工会工作人员要形成适应"放管服"改革精神的思想观念和业务素养。
Delegating Power, Strengthening Regulation and Improving Services Reform will dilute the administration of the university and college, and enhance the position of their staff. Thus, trade union in university and college can offer better service with its constructive function, protective function and cohesive function. The trade union should switch from passive work to active work. Meanwhile, the staff of the union should adjust themselves to the idea of reform and professional ethics.
