在非战争军事行动中,我军的合法行为也可能引起公民财产和人身的损害。对损害进行军事补偿是激励公民国防热情和保护公民权益的需要。在补偿法定、直接损害补偿和有利国防的原则指导下,应当制定军事补偿法规,对补偿范围、标准和程序进行明确,以更好地规范和指导军事补偿实践。

In military operations other than war,our legal behavior may cause citizen property loss and personal injury.Military compensation for damage is necessary not only to encourage citizens＇ enthusiasm for national defence but also to protect their rights.The guiding principle of statutory compensation should be decided on the scope of compensation,regulations,standards and procedures,in order to better regulate and guide the practices of military compensation.
