Jinan Massacre and the Upheaval of the Kuomintang Political Work System

国民党军队政工部门的隶属体系经历了四次大型变动。每变动一次,政工机构的职权、事务范畴就更动一次,而且呈现政工权力逐步递减的趋势。其中,＂济南惨案＂的副作用极大地动摇了政工制度的根基,最终使得其政工制度因功能衰竭而告终。

There were four great changes in the Kuomintang political work unit subordination system. Each time,the power and work of political organs changed as well. What’s more,the political power decreased gradually. The side-effect of Jinan Massacre greatly shook the base of the political work system of Kuomintang Troops, and eventually ended it due to its failing function.
