专利视角下高技术项目立项决策的技术风险预警研究——以长江存储3D NAND立项决策为例

Technology Risk Early-Warning for High-tech Project Decision-making Under the Perspective of Patent: Case Study of Yangtze Memory Technology Co. Ltd's 3D NAND Project Decision-making

[目的/意义]旨在为高技术项目立项决策提供参考。[方法/过程]基于专利视角,构建包含时机风险、地域风险、侵权主体风险的高技术项目立项决策阶段技术风险预警模型,并以长江存储3D NAND立项决策为例,通过收集DII收录的专利数据,对该项目立项决策阶段的综合技术风险进行分析、预警和处置。[结果/结论]该立项的时机风险和地域风险预警级别低,侵权主体风险预警级别高,总体技术风险尚可控;对该项目的技术风险处置与战略发展提出建议。

[Purpose/significance]The paper is to provide references for high-tech project decision-making. [Method/process]Under the perspective of patent, the paper constructs a technology risk early warning model including timing risk, regional risk, and subject infringed risk, takes Yangtze Memory Technology Co. Ltd＇s 3D NAND project decision-making as an example, collects patents from DII, and analyzes the comprehensive technical risk of this project. [Result/conclusion]The results show that the overall technology risk is still controllable for low timing risk, low regional risk and high subject infringed risk. Moreover, the paper proposes some disposals for technology risk and development strategies for this project.
