国际游资外逃的风险分析——基于我国金融安全的视角

A Study on the Risk Analysis of the International Hot Money Flight——From the Perspective of Financial Security in China

国际游资的异常流动对中国金融安全的影响重大,主要分为三个部分来进行论述。首先,详细地剖析了国际游资这种短期国际资本的风险性,包括国际游资的定义与由来,以及国际游资流动的根本动因和流入渠道,国际游资与金融危机的密切关联,国际游资具有的正负两面性。其次,文章着重分析了国际游资外逃与我国金融安全的关系,包括国际游资后时代的中国金融安全状况分析以及国际游资外逃对中国金融安全的风险影响两个方面。最后,就防范国际游资外逃风险以维护中国金融安全提出了五个层面的建议。

The abnormal flow of international tourist funds has great impact on China’s financial security, which is mainly divided into three parts. Firstly, this paper analyses the risks of the international short-term capital in detail, including the definition and origin of the international hot money, as well as the basic reason of international hot money flowing and flow channel, international hot money closely associated with the financial crisis, the international hot money has positive and negative sides. Secondly, this paper analyzes the relationship of the international hot money flight and financial security in our country, including China’s financial security situation analysis of the post-modern era of international hot money, the international hot money flight has two aspects of influence on the risk of China’s financial security. Finally, it puts forward five suggestions on preventing the risk of international capital flight to safeguard China’s financial security.
