This paper emphatically introduces the five basic principles implemented by the School of Politics and Public Administration of Hainan University in the process of promoting the development of disciplines,education and teaching.The principles include the construction of the first class teachers team,cultivation of professional top-notch innovative talents,improvement of professional scientific research level,inheritance of professional excellent culture and promotion of the transformation of the scientific research achievements.In the form of＂Dissecting a sparrow＂,it shows that the maximization of laboratory efficiency is the important driving for building the first-class disciplines.
