摘要
以新公共服务理论、我国国策为依据,针对武汉新城区乡镇城建管理机构设置现状,分析了当前城建管理机构设置存在的"上下联动机制"缺失,市场机制运用不合理,反馈机制不健全等问题,借鉴新公共服务理论内涵,提出统一模式、权责相符,充分利用市场机制,引入考核制度的城建管理机构设置优化原则,最后在明确乡镇城建管理机构职能并理清运行关系的基础上,提出了政府管理与市场竞争机制相结合的"城建管理办公室+服务中心"的城建机构设置模式。乡镇城建机构设置的构建与优化,对于武汉市新城区乡镇建设和发展有着重要的意义。
Based on the new public service theory and national policy of our country,in view of the present situation of township management organizations in new districts of Wuhan,the paper analyzes the problems existing in the current urban construction management organizations,such as the"up and down linkage mechanism"is missing,the irrational market mechanism,and the imperfect feedback mechanism.Drawing on the new public service theory,it then puts forward the principle of setting up the optimization of the urban construction management organizations,which integrates the mode,the responsibility and the power,and makes full use of the market mechanism and introduces the assessment system.Finally,based on clear the urban management functions and township operation relation,it proposes a"urban construction management office + service center"urban construction organization mode combining the government management and market competition mechanism.The establishment and optimization of the township construction organization is of great significance for the construction and development of the new towns in Wuhan.
