台军政战制度的变迁及其对台军思想的影响

The Evolution of Political Warfare System in Taiwan and Its Influence on Taiwan Army

自台湾推行所谓民主化转型以来,台军政战制度受到剧烈冲击,其理论根基被弱化、地位被矮化、人员被裁减、业务被简化、功能被窄化。在变迁过程中,政战制度的削弱和萎缩使得台军的思想政治教育工作被价值观念的混乱、施政方略牵绊、政工人员减少、机制运行不畅四大病症所困扰。

Since the so called democracy transformation is promoted in Taiwan, the Political Warfare System has been shaken severely from different aspects. Its theory foundation is weakened, the position is lowered, the staff is reduced, the work is simplified and the function is narrowed. During the transformation, the Political Warfare System became so weak and shrinking that the ideological and political work are severely disturbed by confusion of values, obstacle of political strategy, reduction of ideological and political working staff and poor mechanism of operation.
