论民族八省区脱贫攻坚的对策取向

On the Strategies of Poverty Alleviation in Eight Ethnic Provinces and Autonomous Regions in China

随着扶贫开发工作的稳步推进,民族八省区脱贫攻坚取得了显著成效。但是,成绩背后所掩盖的问题和困难也需要给予足够重视。当前,民族八省区的贫困态势依然不容乐观,"插花"型贫困愈发凸显、多维贫困状态更加突出、减贫脱贫速度总体趋缓、脱贫攻坚难度逐年加大。打赢这场硬仗、啃下这块"硬骨头",尚需要加大扶贫开发力度,筑牢脱贫攻坚根基,逐步提高人力资本存量,努力改善人力资本结构,建立健全"政府主导、多方参与"的扶贫协作机制,调整产业空间布局,推进产业结构优化升级,开发式扶贫与兜底式扶贫并推共举,防止脱贫人口返贫。

With the steady advancement of poverty alleviation and development work,the eight provinces and autonomous regions have achieved remarkable results in their efforts to overcome poverty. However,the problems and difficulties hidden behind the achievements also need to be given enough attention to. At present,the poverty situation in the eight ethnic provinces and regions is still not optimistic. The＂flowering＂type of poverty has become more prominent,the multi-dimensional poverty status has become more prominent,the pace of poverty alleviation has generally slowed,and poverty alleviation has become increasingly difficult. To win this tough battle and lay down this ＂hard bone＂,it is necessary to further intensify efforts in poverty alleviation,build a solid foundation for poverty alleviation,gradually increase the human capital stock,strive to improve the structure of human capital,and establish a sound＂government-led,multi-party participation＂mechnism--adjusting the spatial layout of industry,promoting the optimization and upgrading of industrial structure,using multi-model poverty alleviation in order to prevent poverty-stricken people from returning to poverty.
