文化思维向度下的多民族农村社会治理——基于大寨回族乡的实证研究

Rural Social Governance in Multi-ethnic Areas from the Perspective of Cultural Thinking:A Case Study of Dazhai Hui Township

文章在分析农村社会治理中差异与冲突的"常规性"和文化的"基础性"的前提下,以个案研究的视角和文化思维的向度,阐释了多民族农村地区社会治理的对象差异和内容冲突,对象间的差异包括民族、村组、干群和个体,内容方面的冲突包括文化传承、利益分配、权力行使和治理实践。在此基础上文章进一步探讨了基于文化认同的农村社会治理路径:以宗教文化为主的包容性治理、政策文化为主的支持性治理、乡土文化为主的约束性治理和以干群文化为主的化解性治理。

Through the analysis of the conventionality of differences and conflicts as well as the fundamentality of culture in the rural social governance,this paper illustrates the objects differences and content conflicts in the rural social governance in multi-ethnic areas from the perspective of cultural thinking based on case study.There are differences between the ethnic groups,villages,cadres and masses,and individuals,while the conflicts exist in cultural heritage,benefit distribution,power execution and governance practice.The approaches of rural social governance on the basis of the cultural identity are also discussed,including the inclusive governance based on religious culture,the supportive governance based on policy culture,the binding governance based on local culture,and the resolving governance based on the culture of cadres and masses.
