The construction of international rules of competitive neutrality is based on the justice as its object. Rules of competitive neutrality without justice shall not form a harmonious and fair legal order in international economic cooperation,even produce more benefit conflicts and distrust among countries, which leads to the end of running the rules. Taking Radbruchsche Formel as the fundamental criterion of justice, there may be beneficial subjects to develop relatively perfect competition neutrality rules in the international economic and trade exchanges environment by analyzing and criticizing core clauses about rules of competitive neutrality of TPP, and to explore the concept of justice from the reality of competitive neutrality rules created practice.
