江苏承接“一带一路”国际服务外包的竞争力研究——基于19省份服务外包数据的实证分析

Study on the Competitiveness of Jiangsu to Undertake “The Belt and Road” International Service Outsourcing——An Empirical Analysis Based on 19 Provinces' Service Outsourcing Data

基于2010—2015年度区间全国19省份的服务外包数据,结合多维超体积生态理论与PEST经济模型,构建一套包含4个生态维度、31个考量指标的竞争生态评价指标体系,对江苏承接"一带一路"国际服务外包的竞争力进行生态测度与态势分析。进一步通过RCA指数对苏南、苏中与苏北地区竞争力进行测算。结果表明,19省份承接国际服务外包的竞争力各有不同,苏南、苏中与苏北三大生态圈的承接能力有待增强。应建立服务外包信息资源平台,生态圈抱团接包,承接"微笑曲线"两端附加值较高的业务,缩小"马太效应"造成的苏南、苏中与苏北区域经济差别,优化服务外包产业布局,激发生态圈的资源共生效应,实现生态圈可持续的和谐发展。

Based on the service outsourcing data of 19 provinces between 2010 to 2015, and combined with the hyper volume ecological theory and PEST model, this paper constructed a competition ecological evaluation index system, including 4 ecological dimensions and 31 indicators, then undertook the ecological measurenlent and situation analysis of competitiveness of Jiangsu in undertaking ＂The Belt and Road＂ international service outsoureing. What＇s more, this paper conducted calculation of the competitiveness of Southem Jiangsu, Central Jiangsu and North Jiangsu through the RCA index. The results indicate that 19 provinces have their own different competitiveness to undertake international service outsoureing. The undertaking capability of the three big ecosystems of Southern Jiangsu, Central Jiangsu and North Jiangsu are to be enhanced. They shall establish service outsoureing information resource platform, cooperate together for outsoureing service provision, undertake high value-added business on both ends of the ＂smiling curve＂, reduce the regional economic differences among Southern Jiangsu, Central Jiangsu and North Jiangsu resulting from ＂Matthew effect＂, optimize the service outsoureing industry layout, stimulate symbiosis effect of ecosystem resources and finally realize the sustainable and harmonious development of ecosystems.
