基于DEA窗口模型的沿海地区海陆经济协调发展研究

Study on Coordinated Development of Marine and Land Economy in Coastal Provinces Based on DEA Window Model

通过DEA窗口模型对中国沿海地区2006—2014年海洋经济与陆域经济的彼此支持效率进行测度和分析,并据此计算出沿海11省市区的海陆经济协调度水平,揭示其变化趋势和特征。结果表明:河北、江苏、福建、广西、海南的海洋支持效率和陆域支持效率的协调性较差。这表明5省区的海陆经济发展也相对不均衡。其中,河北和广西的协调性较差的原因在于陆域支持效率相对太低,而江苏、福建和海南则是由于海洋支持效率相对太低。沿海地区的协调度水平总体上处于波动性上升趋势,并且长期属于中级协调状态。省际间的协调度水平差异明显,这种差异也限制了中国沿海地区区域经济的协调发展。

Based on the DEA window model, this paper measured and analyzed the support efficiency of marine economy and land economy in China＇s coastal areas from 2006 to 2014, calculated the coordination degree of marine and land economy, and revealed its changing trend and characteristics. The results indicate that： first, tion between marine support efficiency and land support efficiency, Hehei, Jiangsu, Fujian, Guangxi and Hainan have poor coordinawhich indicates that the marine and land eeononfie development of the 5 provinces is relatively unbalanced. Among the 5 provinces, the reason for the poor coordination for Hebei and Guangxi lies in the low land support efficiency, while that for Jiangsu, Fujian and Hainan is relatively low marine support efficiency. Second, the coordination degree of coastal area is on the rise with fluctuation in general, and belongs to the intermediate coordination state for a long time. Thirdly, the difference of coordination degrees among provinces is obvious, and this difference restricts the coordinated development of regional economy in China＇s coastal areas.
