“共同缔造”理念下的村庄建设规划路径探索

Exploration on the Path of Village Construction Planning under the Concept of "Co-creation"

康平县在打造沈阳市城乡统筹发展示范区过程中,以"共同缔造"理念开展村庄建设规划。项目组构建了村庄建设规划"十个全覆盖"体系,诠释了"共同缔造"理念指导下村庄规划的规划路径与核心内容,并通过通过发动村民共同开展村庄治理,着力构建"纵向到底、横向到边、协商共治"的城乡社会治理体系,通过"以奖代补"措施,鼓励村民实现共同缔造,形成了村庄建设规划可复制、可推广的"康平模式"。

Kangping County, in the process of building a comprehensive demonstration zone for urban and rural areas in Shenyang,carried out the village construction plan with the concept of ＂co-creation＂. The project team constructed a ＂ten full coverage＂ system of village construction planning, interpreted the planning path and core contents of village planning guided by the concept of ＂co-creation＂,and worked hard to establish a urban and rural social management system through the mobilization of villagers to jointly carry out the village governance and encourage the villagers to participate in co-creation by means of ＂to replace the supplement by reward＂ measures, and at last formed a ＂Kangping Model＂ in which the village construction plan can be replicated and can be promoted.
