环境规制对区域生态效率的影响——基于中国省际面板数据的检验 被引量:3

The impact of environmental regulation on the regional eco-efficiency——Based on the verification of provincial panel data in China

摘要 利用DEA-BCC模型测度了2006—2015年中国30个省、自治区和直辖市的区域生态效率,并采用Tobit模型实证研究环境规制和区域生态效率的关系。结果表明:(1)从地理分布上看,中国区域生态效率总体呈东高西低的格局;从时间变化上看,中国区域生态效率呈阶段式下降趋势。(2)在东、中、西部地区,环境规制与区域生态效率均呈U型关系。其中,东部地区总体位于U型曲线右侧,而中、西部地区总体位于U型曲线左侧。据此,提出加强地区间的环境治理合作、建立长效的环境保护机制、制定差异化的环境规制政策等对策,以促进中国区域生态效率的提升。 The DEA-BCC model was used to measure the regional eco-efficiency of 30 provinces,autonomous regions and municipalities directly under the central government in China from 2006 to 2015. The Tobit model was used to empirically study the relationship between environmental regulation and regional eco-efficiency. The results show that:( 1) from the geographical distribution point of view,China's regional eco-efficiency generally shows a pattern of high in the east and low in the west,and in terms of changes in time,the regional eco-efficiency in China shows a downward trend;( 2) there is a U-shaped relationship between environmental regulation and regional eco-efficiency in the eastern,middle and western regions. Among them,the eastern region is generally located on the right side of the U-shaped curve,while the middle and western regions are generally located on the left side of the U-shaped curve. Accordingly,countermeasures such as strengthening regional cooperation on environmental governance,establishing long-term environmental protection mechanisms,and formulating differentiated environmental regulation policies are proposed to promote the improvement of China's regional eco-efficiency.
