Research on the role of central enterprises in national network security

中央企业在国家网络安全建设和保障中具有多重身份,是国家网络安全的重要力量之一。围绕如何深入发挥央企在国家网络安全保障中的作用,文章分析归纳了现存的顶层设计缺乏、技术发展存在严重短板、产业发展受制于人等三个突出问题,研究阐述了中央企业在保障国家网络安全中的任务、目标,提出了加强顶层规划等四方面措施建议。

Central enterprises have multiple identities in the construction and protection of national network security. They are one of the important forces of national network security. Around how to play the role of the central enterprises in the national network security guarantee,the article analyses and summarizes the existing three outstanding problems,such as the lack of top design,the serious short board of technology development and the reactive industrial development. The research expounds the tasks and objectives of the central enterprises in guaranteeing the national network security,and puts forward the strengthening of the central enterprises. Four measures,such as top level planning,are suggested.
