论伴侣动物福利的法律保护

On the Legal Protection of the Companion Animal Welfare

在对伴侣动物福利概念以及我国伴侣动物的社会价值、伦理价值深入分析的基础上,提出通过以反虐待为基本、低限伴侣动物福利为补充,并结合福利立法区域试点的管理方式来弥补我国现今对伴侣动物保护的法律空白,从而最终达到改善伴侣动物在我国的生存现状,同时也继承和发扬我国善待、尊重生命的优秀文化传统。

On the basis of full understanding of the concept of companion animal welfare and the social value and ethical value of companion animal in China,it is put forward to supplement the management with anti abuse as the basic,low limited companion animal welfare,to make up for the legal gap of the companion animal protection in our country in the way of the regional pilot of the welfare legislation.So that we can finally improve the survival status of companion animals in China,and inherit and carry forward our excellent traditional culture which is good at life and respect for life.
