政府购买服务、社会资本合作与社会组织发展的监督机制研究

Supervision Mechanism for Government's Purchasing Service,Social Capital Cooperation,and Social Organization Development

监督机制的研究对于规范我国政府购买服务、社会资本合作与社会组织发展的可持续性具有重要意义。文章通过分析三者的现状及监管问题,借鉴发达国家或地区的做法,以政府和社会资本合作(PPP)模式为例,提出建立专门的监管工作小组,建立有效的互联网监督机制,建立社会工作者监督体系,加强社会组织的自我监管机制,建立社会监管体制等政策建议。

The study of the supervision mechanism is of great importance for the continuity of government＇s purchasing service,social capital cooperation and social organization.By analyzing the current status and supervision of the three aspects,it is proposed to learn the cases and experiences in the advanced countries. With the example of governmental and social capital cooperation,it is suggested to establish a special supervision system and effective internet supervision system. By setting up the supervision system over the social workers,the self-supervision system is strengthened.
