摘要
绩效评价是公立医院医疗卫生服务及医院运营管理从数量发展向质量提升的时代要求,是公立医院提高财政投入经费使用效益的现实需要,是顺应并推动医改,促使公立医院回归公益性质的重要环节,但政府部门和医院管理层的委托代理关系,导致两者的预期目标并不完全一致。要促使政府部门和公立医院在博弈过程中,在政府投入经费且医院高效执行处达到纳什均衡,需要建立科学、合理、公正的绩效考核指标,使得绩效考评既能反映专项资金项目的组织管理水平,又能充分体现专项资金实施、运行效果和在促进地方卫生事业和经济社会和谐发展中所起的作用,促进公立医院财政投入资金的高效执行。
The system of performance evaluation is extremely demanding since our population calls upon a transformation from quantitative to qualitative development in our medicine and health service and operational management of the public hospitals.It is also an urgent issue to improve the expending efficiency of the financial investment.Moreover,it is one of the important steps to foster the health care reform and encourage the public hospitals back to its normal track.But the relationship between related government sections and the administrative department of hospitals is multi-layered,and the resulting consequence is that there are non-negligible differences in the understanding of the anticipated goals.In order to establish the Nash Equilibrium between financial investment and the executive decision of expenditures in the cooperative/non-cooperative process,it is of highly importance to build scientific,reasonable and impartial performance evaluation metrics such that it can validate the successful management of the special funding programs,reflect the benefits of the special funding in prompting local health care and a harmoniously economic society,and motivate the most efficient execution of the financial investment on public hospitals.
