This study investigates the specific practices,the operation situation and the stakeholders＇ attitudes by collecting the relevant policy documents and the interviews from the stakeholders.The Stakeholder Theory was used to analyze the key factors and existing problems of the maternal and child health association in Yangzhou city.Maternal and child health association in Yangzhou city has its advantages in system.The policy implements smoothly and policy objectives are clear.But the mechanism of compensation and incentive is defective.The mechanism of sharing and cooperation need to be further improved and the future development plans need to be further clarified.Strengthening the Further government＇s multi-sectoral and multi-level cooperation,establishing compensation mechanism and incentive mechanism,mobilizing the enthusiasm of the cooperative partners,balancing the interests among all parties and other aspects need to be further improved in the future.
