基于数据包络分析的北京市医院运行效率评价

Comprehensive Evaluation of Hospital's Operation Efficiency on Data Envelopment Analysis in Beijing

目的对北京市现有医院的运行效率进行评价,并为相关卫生改革政策提供参考依据。方法利用2014年北京市卫生计生统计年报数据库中的数据,采用文献研究、专家咨询的方法对指标数据进行筛选,采用数据包络分析方法进行数据分析。结果 2014年北京市综合技术效率有效医院16所,仅占全部医院的3.3%;纯技术效率有效医院45所,占全部医院的比例为10.2%;规模效率有效的医院16所,仅占3.3%。结论北京市现有医院运行效率不高,应在技术、规模等方面对各类医院进行有效的调整,对效率问题予以重视,鼓励技术改革并寻求更加适宜的规模。

Objective This research provides reference points and foundations for relevant policies of healthcare reform through evaluating the operating efficiency of the hospitals in Beijing.Methods First the data from the health statistical annual report of Beijing in 2014 was used.Then through literature research method and expert consultation method the indicator data were screened.Data analysis was done by applying DEA（Data Envelopment Analysis）.Results In 2014,there were 16 hospitals whose overall technical efficiency was effective,which merely made up 3.7%of all the hospitals that were surveyed.Besides,there were 45 hospitals whose pure technical was efficiency,and they represented 10.2% of all the hospitals.In addition,the number of hospital with effective scale efficiency was 16 and they accounted for 3.3% of all the hospitals.Conclusion Generally,the current efficiency of hospitals in Beijing is low.Thus,it is necessary for these hospitals to take effective measures,from the aspect of technology and scale,to adjust different kinds of hospitals.And the hospitals in Beijing should also prioritize efficiency.
