On the Theory,Policy Evolution and Practice of Detailed Community Governance since the Eighteenth National Congress of the Communist Party of China

通过比较研究的方法,梳理十八大以来社区治理的理论成果、国家政策、现实实践,发现十八大以后,理论界基于互联网＋和大数据,从微观视野探索社区治理精细化;国家政策由部门条例规章上升为国家战略、由改革目标转向考核指标、由意识形态精细到基层社区和居民行为、由维稳思维转向服务思维、由网格化管理转向网络化服务;城乡社区也积极开展社区治理和服务创新的社区建设之路。

Through a comparative study, we have combed the theoretical literature, national policies, and practical practices of community governance since the 18th National Congress of the Party and found that after the 18th National Congress, the theoretical community based on Internet＋ and big data explored the fineness of community governance from a microscopic perspective; The regulations and rules of the government have risen to national strategies, changed from reform objectives to assessment indicators, refined from ideology to grassroots communities and residents, shifted from stability-stabilizing thinking to service thinking, and moved from grid-based management to networked services; what＇s more, urban and rural communities have also actively carried out methods of community governance and service innovation.
