国外自由贸易区的建设经验及对我国的启示——以美国对外贸易区为例

Experience and Enlightenment in the Construction of Foreign Trade Zones——Take American Foreign Trade Zone as an Example

目前,全世界有135个国家设立了自由贸易区,实施自由贸易区战略。美国的对外贸易区,是世界上自由贸易区建设较为成功的一个。论文在介绍美国对外贸易区发展特点的基础上,从管理体制、税收优惠措施、海关监管措施等三个方面介绍美国对外贸易区的建设经验。我国目前正在进行自由贸易区的建设,可以借鉴美国对外贸易区的建设经验,从以下三个方面进行自由贸易取得建设:(1)建立有效的管理体制;(2)完善优惠的税收政策;(3)建立灵活的监管方式。

At present, there are 135 countries in the world to set up free trade zone. The U.S. Foreign trade zone is the most successful free trade zones in the world. This paper introduce the feature of the U.S.Foreign trade zones, on this basis, the paper analysis the Experience in the construction of U.S. Foreign trade zones, from three aspects of the management system, tax incentives, customs supervision measures,and then propose the Enlightenment.
