新疆公立医院跨境医疗实力提升对策的研究——基于中亚医疗中心建设

Study on the Countermeasures for Enhancing Cross-border Medical Service Strength in Xinjiang Public Hospitals: Based on the Construction of Central Asian Medical Center

通过分析发现新疆公立医院在进行跨境合作时面临法律、服务、结算等方面问题,如跨境医疗得不到法律保障,收费方式不合理,外汇结算面临障碍等。因此,应建立跨境医疗资格准入机制,完善跨境医疗的服务标准,加强公立医院与社会资本的合作,建立诊后跟踪机制,完善DRGs收费模式的使用并优化人民币跨境结算。

Through analysis, this p^）er finds out some problems in the cross-border medical service provided by Xinjiang public hospitals in terms of law, service, and account settlement and so on, such as lack of legal protection, unreasonable toll collection mode, obstacles in foreign exchange settlement, etc. Then the paper gives some suggestions： the government should establish an access mechanism to prescribe cross-border medical service qualifications, optimize the cross-border medical service standard, urge the cooperation between public hospitals and social capital, build up a post-treatment follow-up mechanism, and improve the use of DRGs toll collection mode as well as RMB cross-border settlement.
