摘要
文章用历史发生学研究视角考察了核心素养的话语形成、扩散与制度化过程。核心素养话语的形成以西方发达国家的工业企业需求为源头,逐渐向发展中国家扩散。扩散过程伴随着其涵义的变化,即由最初指向工作的资格逐渐演变为指向未来生活的个人能力。共同的世界教育文化所驱动的政策模仿、国际组织的影响与规范作用、专业人员共享观念的推动作用以及国家政策与国家课程有形的制度化作用,是核心素养话语在世界范围内扩散与制度化的主要动力机制。核心素养话语在世界范围内的扩散,呈现了由发达国家向发展中国家、由超国家组织向民族国家、由专业教育人员向政策制定者的轨迹。
Discourse of key competencies was originated from the requirements of industry and enterprise in Western developed countries. It was diffused to developing countries rapidly, during which its implication also enlarged from job qualificationsto personal competencies toward future life. Policy transfer under a common world education culture, influence and normativeeffect of international organizations, shared ideas of professionals and concrete institutionalization of national policies and curriculum are the main basic mechanics underlying the diffusion process. Besides, the process of diffusion and institutionalization is alsocharacterized by paths from developed countries to developing countries, from super-national organizations to nation states andfrom professionals to policy makers.
