基于F-AHP的城市生活垃圾焚烧处理项目邻避效应综合评价

AHP Based Study on NIMBY in Municipal Solid Waste Incineration Projects

本文根据城市生活垃圾焚烧处理项目邻避特性,建立了城市生活垃圾焚烧处理项目邻避效应评价指标体系,运用F-AHP方法,对案例项目进行评价。结果表明:该评价结果与项目的实际情况基本相符合,以此验证了该方法的合理性和适用性。案例评价结果显示,应着重从公众信任度、风险认知度等环节提出缓解项目邻避效应的措施。

According to the NIMBY（ Not In My Backyard） characteristics of municipal solid waste incineration project,the evaluation index system of the NIMBY effect of municipal solid waste incineration project has been established and implied in evaluating related cases and projects with F-AHP method. The results shows that the evaluation result was basically in line with the actual situation of the project,thus proves the rationality and applicability of the method. The result of case evaluation shows that the measures of avoiding the effect of NIMBY should be put forward from the aspects of public trust,risk cognition and others.
