摘要
十八大以来,以习近平同志为核心的中央领导集体坚持高压反腐,反腐工作成效显著。但是在高压反腐形式下出现了官员不作为现象,不愿为、不会为、不敢为、消极为是其集中表现。官员不作为的成因主要有中国传统政治文化的消极影响、基层公务员福利待遇较低、行政体制不健全、干部考核机制不完善等外部制度原因,以及官员自身的素质和能力不足等主观原因。官员不作为的治理对策包括努力构建法治型的政治文化、提高基层公务员的工资待遇、推动行政体制改革、加快权力清单建设和问责制、干部考核机制的科学化民主化、强化学习提升官员素质和能力。
Since the 18 th congress of the communist part of China, the central collective leadership, with Xi Jinping as its core, has maintained cohesive anti-corruption and achieved remarkable results. However, in the form of cohesive anticorruption, official inaction becomes a phenomenon, and the unwilling to do, the cannot do, the fear to do, and the passive do are the main problems. The cause of official inaction mainly includes the external institutional factors, such as the negative influence of Chinese traditional political culture, the lower welfare of civil servants at the grass-roots, unsound system of administration, imperfect mechanism of cadre assessment, and the subjective reason of the inadequate quality and capacity of officials themselves. So the countermeasures of official inaction are striving to construct a legal and political culture, improve the wage and treatment of civil servants at the grass-roots level, promote the reform of administrative system and accelerate the construction of power list and accountability, so as to democratize and scientize the cadre examination and evaluation mechanism for strengthening the quality and ability of the officials.
