政务地理信息移动采集方案研究与应用

Research and Application of Government Geospatial Information Acquisition Scheme on Mobile Equipment

归纳总结了政务地理对象的属性、空间、时间、变化4个特征,并就政务地理信息采集困难,深度不够、质量不一的现状,提出了一种移动采集方案,形成了"二级采集、四级接入、一级校核"采集更新模式,并以浙江省为例,设计实现了政务地理信息移动采集系统,有效突破了政务地理信息分级管理的障碍,确保信息内容的深度、广度与权威性,实现了政务地理信息的快速落地与共享。

Some characteristics for Government Geographic Information（GGI） object are summarized and reviewed, which includes attribute, space, time, and transformation. This paper analyzes the actual state of GGI collecting from collection difficulties, superficial contents and different qualities, and presents a mobile collection solutions which formed a collecting updating model of ＂Two stage collecting, four level accessing and first order checking＂. Then taking Zhejiang province as an example, the paper designs and develops a mobile GGI collecting system, effectively braking the barrier of hierarchical managements, and guarantees the depth, scope and authority, and realizes the rapid landing and sharing of GGI.
