摘要
基于利益相关群体的协作是德国双元制职业教育的成功之道。其主要特色在于,联邦和州两级法律制度科学对接,理顺利益相关各方的关系,设计由利益相关各方构建的管理机构,展开高效运作。借鉴其经验,我国可通过政府立法、激励、政策引导,企业积极参与,行会统筹督导,院校深化改革等举措,促进职教事业发展。
Cooperation based on stakeholders is the way to the success achieved by German dual-system vocational education, whose main characteristics lie in the scientific connection between federal and state legal system, straightening out the relationship among stakeholders, designing and operating effectively the management institutions constructed by all stakeholders. To learn from Germany’s experience, China can also promote the development of vocational education through the means of government legislation, incentive plans, policy guidance, enterprises’ active involvement, guild’s overall supervision and vocational schools’ reforms, etc.
