Higher education system and academic communication of higher education are profoundly affected by higher education internationalization and transformation from elite education and universal education. As a new form of global education, cross-border education rises in response to the proper time and conditions. This paper outlines the main aspects of cross-border education development. It mainly focuses on the opportunities and challenges faced by cross-border education and the international framework for regulating new forms of cross-border higher education.
