摘要 文章首先选取运行费用、环境基础设施建设投资总额、废气治理设施和工业废气排放量、工业SO_2去除量、工业烟尘去除量、工业粉尘去除量作为大气污染治理的投入变量和产出变量。再运用BC^2模型(数据包络分析中以规模报酬可变为前提,用Banker、Charenes和Cooper三人名字的首字母命名)和Malmquist(产出与投入比的衡量)指数相结合的方法,分别从静态和动态两方面测度了2003-2014年甘肃省大气污染治理的效率。最后结合分析结果,分别从增强自主创新能力,调整优化产业结构,加大污染治理投资力度,优化污染治理资金来源与使用结构,构建合理有效的外部监督机制等角度,提出相应的政策建议。 The article first selects the operating costs,the total investment in environmental infrastructure construction and waste gas treatment facilities as the input variables of the air pollution control. At the same time,The article selects industrial waste emissionss,industrial SO2 removal,industrial some removal and industrial dust removal as output variables for air pollution control.Then by using the combination of BC2 model( Data Envelopment Analysis is based on the premise that the scale of returns is variable,and is named after the initials of Banker,Charenes,and Cooper) and Malmquist index( Measurement of output and input ratio),the efficiency of air pollution control in Gansu Province from 2003 to 2014 was measured from both static and dynamic aspects. Finally,according to the analysis results,the author puts forward the corresponding policy suggestions from the perspectives of enhancing the capability of independent innovation,adjusting and optimizing the industrial structure,increasing the investment of pollution control,optimizing the source and use structure of pollution control fund and constructing reasonable and effective external supervision mechanism.
