我国区域科技创新能力及其效率评价研究 被引量:10

摘要 在借鉴现有科技创新能力评价方法的基础上,构建了我国区域科技创新能力和效率的评价指标体系,运用主成分分析法并结合DEA模型对2014年我国区域科技创新能力及其效率进行分析。研究结果表明:我国区域科技创新能力发展水平极不均衡,呈现经济发达地区能力强,经济落后地区能力弱的态势,且大多数地区低于全国平均水平;北京、上海等九省市综合效率达到了最优,东北地区科技创新效率最高,其次为中东部地区,最差的是西部地区。在此基础上,提出了相应的政策建议。 Based on the existing evaluation methods of technological innovation ability,the paper constructs China's evaluation index system of regional technological innovation ability and efficiency. By using principal component analysis and DEA model,the paper analyzes China's regional technological innovation ability and efficiency in 2014. The results show that the development of regional science and technology innovation capability in China emerges extremely imbalance that the technological innovation capability of a region is proportional to its level of economic development,and the technological innovation capability in majority of regions are below the national average. The comprehensive efficiency of nine provinces and municipalities such as Beijing and Shanghai has reached optimal,and the efficiency of technological innovation in Northeast China is the highest,followed by the eastern central region,and the worst is the western region. On this basis,this paper puts forward the corresponding policy suggestions.
