基于战略空间与权力配置的行政区经济负面效应机理研究——以镇江为例

A study on the negative impact mechanism of administrative regional economy based on strategic spaces and power allocation: A case study of Zhenjiang City

以镇江为例,从经济发展不同阶段中战略性空间资源配置与经济产出的关系出发,分析了行政区经济负面效应的机理。研究发现,在选取的三个经济发展阶段中,镇江独特的区划格局造成了该阶段的战略性空间的闲置浪费、低效利用或利用成本偏高,使镇江在集聚每个发展阶段的核心产业要素时错失"沿路"重要发展机遇、降低"沿江"发展投入产出效益、挤压"创新服务驱动阶段"战略性空间,最终形成累积效应导致区域经济发展效率偏低,造成镇江在苏南地区经济地位的持续下滑。文章认为行政区划的设置与调整须考虑到战略性空间的完整性,战略性空间必须完整地与高等级的资源配置权力结合才能充分释放潜力,即区划调整必须伴随体制设计优化,否则战略性空间在不同阶段的变化使得区划调整无法化解行政区经济的负面效应。

Taking Zhenjiang as a case study, the paper analyzed the negative effect mechanism of administrative regional economy from the relation between the allocation of strategic spaces and the economic performance in the different stages of economical development. The research shows that during the three stages, the unique administrative division of Zhenjiang led to the consequences that various strategic spaces were underused, undesirable economic performance, or high cost, the city missed many crucial chances of development, which finally caused a continuing economic decline of Zhenjiang in Southern Jiangsu. The paper believed that the integrity of strategic spaces must be taken into consideration when administrative areas are established or adjusted, and strategic space must be integrated with the high-level resource allocation authority in order to fully release the potential, exactly, the division adjustment must be carried with the optimization of the system design, otherwise,the change of strategic space in different stages makes the division adjustment unable to resolve the negative effect of the administrative region economy.
