勿忘常识——关于规划政策友好性的一些联想

COMMONSENSE AS THE FOUNDATION OF PLANNING DECISIONS: ON PEOPLE FRIENDLY PLANNING POLICIES

本文认为规划工作的最初出发点及最终目标,都在于为所有居民提供良好的生活工作条件,而所谓良好的生活工作条件是所有人都喜欢、追求、无须证明其必要性的那些基本生活要素,是普世常识。"规划政策对人民的友好性"的理念,既源于规划为公众服务的常识,也在于规划师应有的价值取向。对规划的基本要求是接地气、做实事、不作秀、不违背基本常识。历史已经证明而且将继续证明,背离常识的事情不会久长,因为他们得不到公众的支持。

This paper maintains that the starting point and the final goal of all planning practices are to provide good living and working conditions for all residents. The good living and working conditions are defined by commonsense and are those basic life factors that all human beings would like to enjoy and pursue. This commonsense is the foundation of planning practices. The notion of People Friendly Planning Policy originates from the common sense of planning for the public and the value orientation of planners. The basic requirement for planning is down to earth, to do practical things, without publicity stunt, and without violation of common sense. Today there may be planning decisions that violate the principle, but these decisions could not survive long since they are against people＇s willingness.
