摘要
低碳是可持续发展问题,同时兼具气候变化的环境问题属性。本文利用"压力—状态—响应"(PSR)模型针对城市能源、城市产业、城市交通、城市建筑、城市土地利用、城市碳汇、城市生活、城市废弃物8个维度,结合现在运用较为成熟的低碳经济、气候变化、能源、城市可持续发展等指标体系中适于城市尺度且符合低碳城市内涵的指标进行综合比选,初步建立了一套低碳城市综合测度指标体系,且综合测度的框架与低碳城市行动框架对应:构建的低碳城市综合测度指标体系共涵盖人均单位GDP排放强度等12个压力指标,非化石能源占总能源比例等30个状态指标及清洁能源政策等16个响应指标。研究亦表明,PSR概念模型为综合分析和描述低碳城市构建的各个维度的评估内容提供了合理的分析框架。
Low-carbon development is closely related to climate change and urban sustainability. In this paper, the Pressure-State-Response(PSR) model is applied to the following dimensions of urban sustainability: energy, industry, transport, construction, land use, carbon sink, lifestyle, and waste. In the indicators system of low-carbon economy, climate change, energy, sustainable urban development, etc., which are suitable for urban scale and meet the connotation of low-carbon cities, comprehensive comparisons and selections have been made, and a set of low-carbon urban comprehensive measurement index systems have been initially established and integrated. The framework of the measurement corresponds to the low-carbon urban action framework: the comprehensive low-carbon city measurement index system covers 12 pressure indicators such as the per capita unit GDP emission intensity, 30 state index of non-fossil energy sources and 16 response indicators of clean energy policies. The research also shows that the PSR conceptual model provides a reasonable analysis framework for comprehensive analysis and description of the evaluation content of low-carbon cities.
