摘要
文章在分析大连人口、城市发展变化及人们对优质教育资源需求等背景研究的基础上,通过大量的数据表格评价了大连市中小学建设规模普遍偏小及建设标准差异大的现状,并从城市发展建设对教育用地的挤压、现行建设标准体系导致依据不清及现行标准指标严重滞后于国家和发达省份三个角度进行成因分析。本文在比较研究教育部、住房和城乡建设部、大连市相关标准基础上,进行中小学校"建设规模"的影响因子分析,提出"分区确定符合大连市发展实际的中小学校建设规模核心指标体系"的基本思路,并提出对现状规模的调整优化措施。
Based on the analysis of background of Dalian's population, urban development and people's demand for high quality education resources, by a large number of data tables, this paper evaluates the current situation of Dalian's primary and secondary schools' construction scale which is generally small and the grate differences in construction standards. This paper also analyses the causes from three points: misappropriation of the education land in urban development and construction, leading to unclear basis by the current construction standard system, and the current standard indicators lagging severely behind the national standards and development provinces. On the basis of the comparative study of the relevant standards of Ministry of Education, Ministry of Housing and Urban-Rural Development, and the relevant standards of Dalian, the analysis the impact factor of primary and secondary school's "construction scale" is conducted. The paper proposes the basic idea which is "defining the core index system for the construction of primary and secondary schools conforming to the actual development of Dalian", and puts forward the adjustments and optimization measures for the current situation scale.
