摘要
构建广东省城镇污水处理投资和运行函数,分析不同排放标准和设计规模下的费用和环境经济效益,为落实"水十条"提供政策参考。研究表明:城镇污水处理厂的单位建设成本和运行成本随排放标准的提高而升高,随设计规模的增加而递减。I^III级排放标准下的单位效益分别为8591、8415和7988元/t·d-1,当设计规模分别大于1.68、1.03和0.4万t·d-1时,污水处理厂的效费比大于1。2015~2017年,全省新建城镇污水处理厂总成本205.2亿元,总环境效益292.1亿元,效费比为1.42,具有较好的环境经济可行性。
Two functions on investment and operating costs for municipal wastewater treatment plants (WWTPs) were constructed to analyze the cost and effectiveness under different discharge standards and designing scales, providing political reference for the implementation of Water Ten Research showed that the marginal investment and running cost of WWTPs increase with the raising of discharge standards and decrease with the increment of treatment scale, and the scale effect of operating cost is more obvious. Under Standard I to III, the unit environmental benefits are 8 591, 8 415 and 7 988 yuan/t.d1l respectively, and the efficiency-cost ratio will be greater than 1 when the designing scales exceed 16 800, 10 300 and 4 000 t.d-1 respectively. From 2015 to 2017, the total cost and benefit of new WWTPs in Guangdong Province are 20.52 and 9.21 billion yuan respectively, and the efficiency-cost ratio is 1.42, which means a good environmental and economic feasibility.
