摘要
"双一流"建设是现阶段我国高等教育发展的国家战略,从"双一流"建设视角来观察西部高等教育振兴的成就与进展具有重要的指标性意义。自西部大开发战略实施以来,西部高等教育振兴取得了巨大成就,但从"双一流"建设情况看,西部高等教育仍然与东中部(包括东北部)地区有着较大差距,振兴使命和任务艰巨,需要思考如何"再出发"。在新的历史发展阶段,西部高等教育应推进内涵式发展,深化"部省共建",增强"造血功能",提高服务国家战略行动的支撑引领能力;发挥"双一流"建设示范带动作用,推进治理现代化,促进西部高等教育整体提升;深度参与"一带一路"倡议,提高西部高等教育国际化水平。
The construction of Double First-Class is the national strategy for the development of China higher education at the present stage. It is of great significance to observe the achievements and progress of the revitalization of higher education in Western China from the perspective of Double First-Class. Since the implementation of the Western Development Strategy,the revitalization of higher education in Western China has made great achievements,however,the higher education in Western China still has a big gap with the east and the central region( including the northeast region) from the Double First-Class perspective. Therefore,the mission and task of revitalization are still on the way,and it needs to think about how to re-start. In the new historical stage and historical position,the higher education in Western China should promote the intension-type development,deepen the"Ministry-Province Construction"and strengthen the "hematopoiesis function",so as to improve the supporting and leading ability to serve national strategic action,give full play to the demonstration and driving role of Double First-Class construction,and promote modernization of governance,so as to promote the overall improvement of higher education in Western China,and deeply participate in the the Belt and Road initiative so as to increase the internationalization level of higher education in the Western China.
