信息化背景下电信诈骗治理及预防研究——以公安部某新型网络犯罪挂牌整治重点区域为切入点

Research on the Management & Prevention of Telecom Fraud under the Background of Informationization

信息时代的到来极大推动了包括电子系统、移动通讯、智能化生产等高新科技的发展,社会物质水平飞速提升。同时,也因为高新科技的发展和普及,犯罪行为也呈现出隐蔽化、科技化的发展趋势,电信诈骗案件就是其中最重要的代表之一。本文以河北省丰宁县冒充黑社会进行恐吓电信诈骗案件为观察窗口,结合普通电信诈骗的原因与一般特点,分析系列诈骗案件的共性特征和暴漏的问题,提出针对电信诈骗的治理以及预防措施。

The arrival of the information age has greatly promoted the development of high and new technology including electronic system, mobile communication and intelligent production. At the same time, because of the development and popularization of high and new technology, criminal behavior also shows the tendency of concealment and informatization, Telecom fraud is one of the most typical representatives. This research starts with one case happened in Fengning County, Hebei Province, and then comes up with ideas about telecom fraud management and prevention in the background of informatization.
